Oregon's non-discrimination, hate crimes, and school laws overtly include and protect a person's gender identity/expression:
"As of January 1, 2008, Oregon non-discrimination law extends to 'sexual orientation', which is defined as an individual's actual or perceived heterosexuality, homosexuality, bisexuality or gender identity, regardless of whether the individual's gender identity, appearance, expression or behavior differs from that traditionally associated with the individual's sex at birth" (Oregon Equality Act, Public Law Number 100, Oregon SB 2 [2007]).
